Zebra Case Story - parking enforcement

As is the case with many local government councils, Madrid City Council in Spain is responsible for enforcing local parking legislation. Previously, this complex and slow procedure created administrative and management challenges for EYSA, the organisation responsible for processing the local fines, as well as in Madrid City Council itself. There was no doubt that the existing process was wasting time, resources and tax payers´ money.

Following the implementation of a Zebra Technologies mobile printing solution using Zebra Cameo® and RW 220 mobile printers supplied by Grupo Paresa, the process of voluntary fines in Madrid has been significantly improved.

The new solution consists of a handheld PDA with GPRS capability and a Bluetooth wireless connection with a Zebra mobile printer fitted with a smart-card reader. The processing of fines has become more streamlined, consisting of user identification, data entry, electronic signature, printing and sending by GPRS to Madrid City Council´s fine-processing centre. A total of around 700 Madrid parking inspectors now use these mobile devices.

The solution is considered one of the most advanced mobile solutions, enabling a fine to be digitally signed and validated under current electronic signature legislation. Additionally, the new smart cards, produced by the Fábrica Nacional de Moneda y Timbre (National Mint), enable users to affix a digital signature that seals and certifies the action in real time. This process supports current legislation for the formulation of voluntary fines on public roads
in Madrid.

Consequently, Madrid´s Controlled Parking Service has been quickly and successfully implemented with acceptance by users, ensuring a generally more efficient solution for Spain´s busy capital. Thus, by adopting new mobile technologies, improvements can be made in many areas of fine management by car park operators.
